rope jumping personal balloon

Jumps up by pulling the tether rope, Goes down by sliding down the tether rope

At some stage you have to get back to the ground and roll in the rope, but till then you are pulling and sliding up and down putting you in motion. With three of these you can also control the desired direction.

       Propane burners to heat the air in the balloons might add some danger.   

       But I'm puzzled by //Jumps up by pulling//. If I tried to gain personal altitude by pulling on a rope, I would call that "climbing up the rope". Is that what is proposed?

       Will a hanging weight oscillating up and down with multiple path motions control a balloon's position? Probably only if the paths deflect or control the air around the jiggling balloon more than the current environmental pressure gradients.
