A cell phone with the capability of firing 200v to 400v (configurable) electric charges at a potential burgler or some other threat, like a furious animal or a terrorist.

It could be equiped with a 150db alarm (configurable melody) to scare the burgler and connect to an emergency number at the same time.

It could have two or more laser beams to blind the burgler (usefull for slide presentations too).

And why not a blade inside that giving a certain code with phone keys jumps off the cell phone, transforming it in a usefull knife?

The surprise effect would be decisive because no burgler expects that a cell phone can in fact be a weapon. Think about it.
