       [rrr], Battlestar Galactica came out *way* before Knight-Rider (well at least 4 years anyway -> 1978 vs 1982) I expect they probably hired one of the left-over special effects guys.   

       KITT had a calm, reasoned voice (most of the time) because he was a computer/car. HAL had a calm reasoned voice because he/it was a psychotic AI, and it made him scaryer that way - kind of like an electronic Hannibal Lecter.
