A belt that works using the same technology as those fiber optic novelty lamps [link]. The belt is braided with these fiber optic strands and in the buckle is a battery pack and light emitter. It would glow bright and could even change color like the novelty toys mentioned earlier.
Fiber optic novelty lamps

Not these
http://xstatikgear.com/fiberopticbelt.htm My idea would be about a dozen braided fiber optic strands. [jivetalkinrobot, Oct 04 2004, last modified Oct 05 2004]

Uhm, those fiber optic things only emit light out of the very ends, no? |

[DN] They're brightest at the end, but check out the link, they definitely glow throughout the tube, too. |

[Mr Burns] Does EL wire change color, though? |
|
|
EL wire is available in all colors of the rainbow, plus it does change color based on voltage and frequency. ELwire runs at about 200volts, at a frequency of ~1200Hz.. change the freq and/or voltage, and the wire changes hue. |

|
I've made ELwire clothing - great for raves/industrial shows/clubs.. cheap 9v inverters are great for power source too. |
