Like a wire brush but instead of many hairs at each tuft, it has only one long wire at each location, looking like a child's drawing of the sun while spinning.
When the wheel spins rapidly the wires shoot out with centripetal force creating a "wheel" that runs under the hovercraft and steers it or
propels it forward.
The hovering vehicle could be a RAM (ground effect) winged plane, a quadcopter, or an air cushion hovercraft, flying over water or land.
