A desktop widget similar to the AutoShape rectangle that would float on top of your browser and could be grabbed, moved and re-sized to cover annoying or distracting (blinking/flashing) web page elements. It would have the usual minimize restore and close boxes in the upper right hand corner.

Adblock Plus for Firefox does this, you can block or unblock any frame or image you want, although it doesn't use a rectangle select kind of interface. |
