Why stop at the sound of a single car honking. Give that standing driver the feeling that a whole city is waiting for them to get on moving.

Also randomely change it to funny polite requests: Can I get you a cofee while we wait? Hey, don't I remember you from school? For how long are you staying here, meanwhile could you watch my car?

Or just the sounds of horrible mid-eastern official bands playing the national anthem of the Hashemite Kingdom of Transjordan.

       Ship's foghorn. Particularly effective when seeming to come from above, nearby and closing, in thick fog. In Israel you might first have to provide your own fog.
