I have observed dog owners in nyc, it seems mushy dog poo is an exception to the requirement to clean it up as it slips through the owners plastic bag covered fingers.

This is a device that you attach to your dogs bottom with straps. When your dog makes solids this device has two settings liquidy and foamy. The purpose of the system is to amplify the amount of and characteristics of your animals excrement by adding fluid and turning it into a froth that can not be picked up.

With this system a dog owner can avoid having to pick up after their pet.
