Wheel benches. [link] You might think they are tacky but I like them. What they are missing is mobility.
It should be possible to counter balance such a seat so that it can rock, but not only can the occupants not easily over turn it, every forward swing produces forward movement for the bench
while applying the brake to one side causes the contraption to turn.
