       I think the entire roll would have a second skin of thin plastic rolled up along with it. This would be torn off with each batch of the sheets required and discarded.

       [IT] the last thing anyone ever wants in toilet paper is a "significant breakthrough". Any sot of breakthrough is too much ... buy better quality paper.
