For those cases where your car is in the wrong lane for passing out a dollar bill (not worth the paper its printed on anymore, is it) to the person on the corner with the cardboard sign telling the truth about the current economy and why the family can't afford food. It is retractable, as well as break-away for those cases when the bicyclist doesn't see it extended across the lane.

       Unless there are no fish, or he has no fishing equipment, or he is too hungry to figure out how to fish, or he decides to kill you and take your fish, or he has no hands, or he can't get to the fish, or you kill him for the lulz.   

       Or maybe he makes one of those telescoping accordion arms like in the cartoons, and you steal his idea and ruin his business and he ends up on a street corner begging for dollars.
