At my current place of employment, the bathrooms are provided with paper toilet seat covers. Unfortunately, the design of the toilet seats is such that when the covers are placed on the toilet seat, they immediately slip off and into the toilet bowl. Even on seats which do not have this design flaw,
the covers can still accidentally slip in if not positioned carefully. This is obviously counterproductive and wasteful, and can currently only be solved by either awkwardly holding the cover in place by hand until seated, or else going without entirely, which defeats the purpose of providing such covers.
I propose making toilet seat covers with a small amount of mild adhesive strategically placed in a few locations around their perimeter--something like a sticky note. This adhesive would easily secure the cover to the seat until the user is seated, and could be then be peeled off in order to flush the cover as usual.

@MaxwellBuchanan: Actually, the health risks are probably overrated. It's not like the bathrooms are disgustingly dirty or anything, if I'm honest with myself. It's just a psychological thing. I know it's wasteful and probably unnecessary, but I still use them. I just don't want to compound the waste by having them fall into the toilet half the time. |

I think it's a good idea.... many unwanted pregnancies are also caused by toilet seats. |

If the seat is sticky, it will attract grime and/or get washed off and need to be reapplied. |

At airports and casinos I have seen the toilet seats which have a type of celophane-paper that encircles the seat and then one presses a button and it circles around to a clean section of new paper. It seems to work well, unless someone doesn't refill the dispenser and that paper stops circulating...[see link] |

This sticky sheet will undoubtedly be left stuck on the toilet seat by people who are squeamish about *their own* germs. (Yes, amazingly, people seem to be more repulsed by their own germs than other peoples', and are willing to flush or wipe off other people's toilet seats before using, but not their own when they are done). |

So the toilet flushing mechanism will have to be upgraded too, to pluck the sheet off the sheet and down the drain, automatically. |

I suggest a slimy swamp hand that reaches up from the murks of the toilet water to grab the sheet, and then reverts back down. |

Wiping the seat with toilet paper also assures you that there is, indeed, toilet paper. |
