Early every morning an official agency draws two ping-pong balls out of a vat. If they both have the same number on them, then it is a Serendipity Doo Dah day. Announcements go out on the radio and television. Everyone goes where they would normally go (school, work, etc), but instead of working, you
spend the day participating in conga lines, and giving gag gifts to your peers.

That doesn't necessarily follow - you need to specify what's on each ball. If it's 364 8 balls and one 7, on average you'll get a Serendipity Doo Dah Day every day but one. |

This sounds very much like the ad hoc holidays most boarding schools have every now and again for the students to let off steam (at my son's school, they're called Headmaster's Days). Hard to make work at short notice in society at large - "everyone goes where they would normally go" - might be tricky if the train and bus drivers are all off congaing. |

I'm all for something that promotes slacking in the
workplace. OK, maybe I'm just looking for some
justification for my track record. I work from home,
which certainly doesn't promote productivity - especially
when the weather is nice*. |
