I know that the military is working on Segway based robots. But why not create a light cavalry. The Segway drives itself at high speeds across the battlefield as you shoot away.

       Ever tried to maneuver a wheeled vehicle on broken ground? Your effective limit on the brokenness of the ground you can traverse is less than half the radius of the wheel. In other words, there's a damn good reason tanks have treads and huge wheels; they are needed to cope with uneven terrain. A Segway isn't going to be worth jack on even moderately broken terrain, and it isn't worth shit in sand. Can you say "sitting duck"?

       You mean speed relatively, right?   

       I could see urban usage if the front was a built proof shield and the device reinforced to help a soldier/cop carry heavy equipment (battering ram, etc.)

       I don't think I can think of an assault vehicle that offers more protection against incoming fire,more stability as a gun platform, more maneuverability across hard terrain, greater reliability and greater range.
