You can go online and download or buy a CD full of royalty-free clipart, sound fx, music, even videos. Why isn't there anything for people who need cheap, quick, voice work. People who design videogames, movies, etc...need professional sounding voice actors to do work all the time. The package would
come loaded with male and female voices with different pitches, accents, and ages. Movies all have the same kind of lame dialogue anyway. How hard could it be to come up with a couple hundred common phrases or words. Maybe even add in a text to speech editor to have more specific dialogue.
