When using a plunger, first you must put its bell underwater and
press all of the air out of it, and then allow it to fill with water.
There are two problems with this: it creates bubbles, which
might splash toilet water around, and it takes time, which can
be of the essence if the clog is incomplete
and the water you
want to plunge with is draining.
Therefore, the plunger should have a hollow handle with a valve
in it and a vent near the top. The valve should be opened by a
button or lever near the top of the handle (placed such that
accidental opening while plunging is unlikely). You would use it
like this: open valve, immerse bell, close valve, plunge as usual.
Much faster, and no bubbles.

Why not just use explosives ? |

I always thought a plunger was used to push, not pull? In which case you don't need to expel the air first. |

I think you would still need to occlude the near side of the clog, or the force of the explosion would be wasted pushing proximal water up and out. And you would still need notexactly's modification because water is less compressible than gas. |

I would want the lever option to keep the valve from being blown open. |

This scheme reminds me of clam digger tubes: one places the tube down into the sand and allows air to evacuate out a vent on the top of the tube. Then placing a thumb over the vent hole one pulls and so lifts out a column of sand, hopefully containing clams. |
