Prison overcrowding is rife, and prison populations in
a lot of otherwise borderline civilised societies are
absolutely vast. Prison populations are also
disproportionately made up of whatever people are
minorities in that particular country.
I therefore propose 'Musical Prisons' based on
the
children's party game Musical Chairs.
Basically every day one prison bed is removed and the
lowest risk prisoner is released back into the wild.
Once the population is back to an acceptable level
prisons operate a one-in-one-out policy where the
least risky offenders are released to make way for the
newest crims.
