I frequently see cars leaving a large shopping center near me, from the well lit underground carpark, at night, and entering the brightly lit highway. Their lights are off. They don't know.

The tunnel from such an underground shopping center to the surface should be matte black painted with only cats eyes for light. This would remind drivers to turn on their lights.

       Having seen the frankly intimidating, strobe-like visuals at a Coldcut gig, I can safely say that a Matt Black Tunnel would not be conducive to safe driving.

       Conduction, Convection and Radiation. If an object is a perfect black body absorber then it doesn't re-emit radiation. All photons which strike it are converted into thermal energy.   

       However, if it is in an atmosphere, it can lose energy again by Conduction and Convection. When it's suspended in a vacuum, that's when things become more interesting.......

       If there were a black felt drape hung across the exit, cars would turn on their lights in hopes of seeing into what was apparently an impenetrable darkness.

       Could work [bungston]... but the felt might catch on cars etc. as they drive through it. Main idea is to make them feel it's dark and they need to turn on their lights. Otherwise, they end up on a fully lit highway where they don't notice, and end up being a real hazard.
