I frequently see cars leaving a large shopping center near me, from the well lit underground carpark, at night, and entering the brightly lit highway. Their lights are off. They don't know.
The tunnel from such an underground shopping center to the surface should be matte black painted with only
cats eyes for light. This would remind drivers to turn on their lights.

Could work [bungston]... but the felt might catch on cars etc. as they drive through it. Main idea is to make them feel it's dark and they need to turn on their lights. Otherwise, they end up on a fully lit highway where they don't notice, and end up being a real hazard. |
