Because
a) it means that others cannot see
b) because it is dangerous to both parties and all around
climbing onto the shoulders of another to get yourself a better view at concerts is A Bad Thing.

Hence, a ceiling mounted, roaming water cannon of variable gush. Programmed to hit targets taller than a owner-specified height with a gentle "get down" reminder.

Can also be used to cool down overheating clubbers and to eliminate the fears caused when "the roof is on fire."
