The toy hangs on the wall and shines a laser dot that the cat can chase. The feature that allows a simulated "catch" of the dot is that it's reading the laser dot the whole time and when it's reflection changes such that it hit's something other than the flat floor it turns off for a twenty or so seconds giving the cat the impression that it caught it.

After it chews and swallows the dot another one appears till the cat's full.
