First you pass a law that everyone has to have a dream even if they have to rent one.
Than
you get a crew from United Nations or some international outfit with too much time and money to do the enforcement. They get a list of everybody who might possibly have a dream. Then they go round and poll them one question "What is your dream?" and if they have time the follow up question "How you gonna make your dream come true?"
The results to be published somewhere other than Halfbakery for obvious reasons.
The dream police would have snappy little uniforms, drugs to help the non dreamers, a luncheon allowance, and bus fare.
The dream police would use MLK and JFK etc. as inspirational icons. Maybe even have a TV show.
