During the day they hide under (hollow) photo-electric (faux) rocks; at night they emerge to maintain the garden.
A buried cable running underneath the garden paths gives them gross spatial awareness, a site-specific digital map of the garden refines it. The Gnome King, who holds all the common data
for operation, also connects to current meteorological reports to decide on the exact regimen to be taken that evening.
As the night progresses, they take turns patrolling the garden with the water hose, warding off 'coons, cats and neighbours' kids. Otherwise they're busy planting, weeding, tilling, aerating, watering, composting/fertilizing, etc. etc.; all the while their little red eyes glowing and blinking....
When the sun comes up they scurry back into their ornamental domiciles.
(note: reprogramming the gnomes to, for instance, siphon gas from the neighbour's car voids the warranty)
