Extreme Pantaloon Skirt

So these extreme pantaloons would have a tight waist, extremely baggy thighs and then get really tight below the knee so that the thigh part, which could be twice as long as regular pants, would fall over the knees like big shorts, so that the bottoms of the pants would just look like a pair of leggings you were wearing under the pants. Or maybe it would look like you were wearing pants under a big skirt.
