A toilet paper dispenser fixed to the outside of the door of a toilet cubicle.
A slot allows access to the roll from inside. When a roll is empty, the core falls through a slot in the outside casing into a basket. The casing can hold several rolls in a vertical magazine, which drop down as the previous
unit is expended.
Importantly, the magazine can be reloaded from the outside without permitting any line of sight to the interior of the closed cubicle.
A battery powered transmitter signals to a remote alerting display when the last roll drops into the active position, which is switched off when the magazine is refilled.
Can be simply retrofitted to existing doors.

Phyllis Diller (I think) told the story of finding herself in a cubicle without paper. She asked the woman in the adjacent cubicle if she could pass some through under the partition: "No, there's no paper here either". "Well, do you happen to have any Kleenex with you?" "No, sorry - I'm not carrying my handbag." "Well then, have you got four fives for a twenty?" |

"No, honestly, Officer, I was only trying to deliver a fresh roll of three-ply extra soft quilted to the lady in stall three ... I have to have the camera so I can steer the drone ... " |
