in NYC i see people letting their dogs pee on the sidewalk on walls on shoes etc.. i personally find the experience of watching an animal pee icky.

so this idea is meant to improve the environment and reward reward the doggies with a compelling experience.

This is the fire hydrant casino style, armed with a pee-pee sensor, flashing lights an audio system and some delicious treats. When the Celebration Hydrant gets wet from dog pee (or liquid excrement generic because i am sure some humans will want to use it too) The Hydrant will go off like a slot machine, every dog will be a winner, everyone will be a winner no more puddles of dog pee sliming down the sidewalk.

i'm not sure? maybe an umbrella can deploy. Maybe it can have sufficient logic that it can tell the difference between rain and pee?

just need a PH sensors for that I spose.

so basically it's a designated Pee-stick? wouldn't it be cheaper just to plant more trees?

I think the flashing lights and sounds would make sure no dog gives a repeat performance.

As indeed would a modest applied voltage.
