Most nations are cursed by government by bland, incompetent nonentities with the charisma of stale cotton wool and the administrative aptitude of a hibernating tortoise. Ironically, the US struck lucky last time round so they're fixed for the next decade or so.
It might actually be a substantial improvement
if some countries were actually led by an actor portraying a Bond MegaBaddie. After all, once they have control of a whole country, what more do they want ?
There would have to be some rules about "not starting wars bigger than an acceptable size" - or disputes with neighboring territories would be settled mano-a-mano in a televised sneering-and-smart-remarks competition, held in a Casino/Undersea secret base/Hideout inside a volcano/Mountaintop castle accessible only by cable car.
