Anyone who has been wakened to the sound of a hammer drill penetrating an adjacent wall at 7am will know the misery and anger this causes.
To solve this global problem for once and all time, I propose the creation of an International Drilling Hour.
Following protracted meetings, it will be agreed
that noisy anti-social drilling, esp adjacent to living spaces, will only be permitted between the hours of 9am and 10am.
A new unit of Drilling Noise Police will be established to enforce this law, with appropriate penalties provided - like being forced to listen to hours of amplified drilling.
Special permits may be obtained to drill outside of these hours, (A Licence To Drill) but they will be costly.
