29th February to be a public holiday

29th February should be a public holiday - and I mean a real public holiday, with no shops open, just so that once every four years people have a day out of their normal lives.

And there will be a rule that if you leave the house on this day, you must wear a hat. The world would be a better place if more people wore hats.

International Ministry of Silly Walks Day.

How is that day relevant to Mangolians ?
VJW, Feb 11 2012

Everyone has to leap around with hats on their feet and shoes on their hands.
rcarty, Feb 12 2012

       [+] Of course.
FlyingToaster, Feb 12 2012

Let's see...what leaps? Oh yeah, frogs. Frogs leap. So people must wear frog hats, while leaping, for leap year. But only if you leave your house, as hippo stated.
blissmiss, Feb 12 2012

The hat should be a fez. Fezzes are cool.
jaksplat, Feb 12 2012

       Pirates of Penzance hats?
baconbrain, Feb 12 2012

// with no shops open //

       What about pubs ?

Consider your answer carefully, for posession of a croissant turns upon it.

Actually, I meant how he killed the hat in American men's fashion by not wearing one to his inauguration. I take no issue with his philandering, seeing as he's dead and being offended by it would be a waste of my time. But I'm pretty bitter about the hat thing.
Alterother, Feb 12 2012

Hats are good, they help make the tinfoil less obvious.
8th of 7, Feb 12 2012

Not an original idea as someone in the fifteenth century said the New World would be a better place if more people wore hats.
rcarty, Feb 13 2012

+ I'm all for the holiday, but can go either way on the hat...I mean, maybe if it twas a very special, leap year kind of hat...
xandram, Feb 13 2012

If you make it a requirement that I wear a hat, I will personally stuff your hat so far down your throat that I'll get bile on my elbow.

Aside from that, let the party roll! :-D
Psalm_97, Feb 13 2012

I have to bone this because I know that the Powers that Be would use this new public holiday to replace one that currently falls on a different day of the year.

Psalm 97 must be one of those imprecatory Psalms...

What about Sikhs ? Thay already wear turbans.

The pubs, [hippo]. We're still waiting to hear if the pubs will be open.

If people want to open their business, let them open. This holiday closing nonsense is getting worse. And I will wear a hat on any day I choose, or not, as the case goes.

I like the idea of acknowledging the day somehow but not with this required silliness. Why does everything have to be a holiday?
tatterdemalion, Feb 15 2012

You kidding? Everyone likes a party. There aren't enough mandatory celebrations in the calendar. Especially at this time of year... Christmas is long past and the next mandatory celebration day is far in the future.
Psalm_97, Feb 15 2012

//Why does everything have to be a holiday?//

Because life is already grim & full of despair and pointless labouring enough.
DrBob, Feb 15 2012

Nothing against partying. If you want to close shop and send your workers home for Feb 29, please do so. My objection is with the requirement of it (as it is for any celebration made "mandatory").
tatterdemalion, Feb 15 2012

Well, celebrating isn't mandatory, just the closing down. If it's not compulsory for everyone then the likelihood is that it won't happen for anyone. It's a bit like Sunday opening for supermarkets. In theory, working Sundays is entirely voluntary, in practise it is more like a staff loyalty test.
DrBob, Feb 15 2012

I'm very pro-hat - especially *brimmed* hats - the bobble and the cap (and to some extent, the furry round russian-style hat) are not really all that rare these days - what seems to require some serious resurgence is brims.

Also, I hold that DrBob's evidential attempt to link hat-wearing with undesirable characteristics should be disallowed from the court as purely circumstantial. Jesus very likely wore a hat, as did Mother Theresa, Brian Blessed and a great number of Pirates, Vikings and Ninjas. Mimes rarely wear hats (the beret is disallowed, having recently been recategorised as a sausage under EU legislation) and they're bonkers.
zen_tom, Feb 15 2012

Ha! A laughable attempt to disguise the evil inclinations of all hat wearers. It won't be long, I suspect, before you'll be claiming that mimes rarely get trapped in telephone boxes.
DrBob, Feb 15 2012

I'm wondering why no one has mentioned *mandatory leaping*...
xandram, Feb 15 2012

I sort of did. Expecting everyone to do as I say. But mandatory, no.
blissmiss, Feb 15 2012

If we named it 'Some' day then we'd have a day off work to do all those things we all put off until someday.

Article 1: There shall be hats.

Article 2: Non-hat wearers shall not be persecuted, though they may be ridiculed.

Article 3: Free rhinoceros with any purchase $50 or over.
Alterother, Feb 16 2012

Disappointed this idea hasn’t been baked yet
hippo, Feb 29 2024

       "Someday."

Does it really need to be said a third time? I think not.
