So you can call back from another phone, if you left yours at home. or at least know that someone called you, even if you don't have your phone on you for some reason.

It would be best if the feature was given by the phone companies (Comverse? Are you listening) but could work on the phone itself, although in that case missed calls because the phone was off won't be recorded.

       This can be done with an Android based phone using a web service like Airdroid. You can check your call logs using a web interface.   

       It will also send/receive sms, file manage, even view the camera.

       Are you saying it can be developed, or that it already has been done (baked in the HB jargon). If so could you give a link?   

       In any case I'm talking about a service which preferably works even when the phone is off or inaccessible, lost, left at home, stolen or broken.

       It has been baked in the sense that there are services/apps for the Android phone platform that will do this. So it's baked if you use an Android phone (in which case you can go the Google Play app store, search for and grab). Airdroid is one such app, Mobizen is another, there are others.   

       Most commonly these work by installing the app on your phone, setting up an account, and then accessing a web service using that account. You're logged in on both devices so your information from the phone can be shared with the web service. So for example, you can see your call logs (aka online call list). The phone needs to be functional and turned on, but it doesn't matter where it is, as long as it has signal.   

       I can't speak about other phone platforms such as iOS or Windows Phone but it would not surprise me if something like this exists for those platforms. (Actually I think iOS can do this natively using the most recent version and a Mac running the latest Mac OS.)

       Yup, your right! I wasn't aware of missed calls being noted in an app on the phone.   

       I still think it would be a great service if the switching companies would provide it.
