Many lap dogs currently ride free and unrestrained in their owners lap while said owner is driving. No one will argue that this is not physically and emotionally beneficial to both dog and owner, as well as a welcome distraction from the tedium of driving. But there are safety issues to consider. The obvious solution to this problem is to modify automobile seat belts with an attachment that safely restrains the animal as well in the event of a crash. This could easily be done with no cost to tax payers if, instead of being offered as an option at the point of auto purchase, it were legislated that auto makers install it on every car.

       I suspect it's illegal in many countries to drive with an animal on their lap or loose in the car.

       I don't think it's illegal (yet) to have an unharnessed dog in the car, but in the UK the RSPCA recommend having your dog harnessed when driving - even if it's in the boot and behind a grille (link). I think it's doggone crazy.

       Expression of this concept should be grounds for disqualification from driving.
