these birds can be deployed just before the bear squad is deployed with special made vests and gas masks. the vests have a container of whatever compressed gas that you want them to spray and has a delay of five seconds so that the cops dont get it on them. these birds are trained to come back 1/2 an hours after being released so that the compressed gas has plenty of time to leave its container.
