       Ok, so, I guess, you should add that, in order to serve some non-mathematical purposes, the rule 'all are excluded' would have to be hidden from the general public, and some fictitious large percentile specified, so that some very outlierish people would have motivation to actually fill out the form. It could then serve a practical purpose of collecting information about the people who are closest to being exclusive in the sense specified in this idea.
