An app that automatically reloads the bookmarked websites (or maybe just the ones you marked as favorites) in your browser every time it connects to the internet, such as when traveling down a main road and it's automatically connecting to every open Wi-Fi network you pass.

ummmm..... I think my browser (Ffx) does the bookmark checking thing every time I start it up.

Who leaves wi-fi networks open any more? Even McDonald's puts the password on a sign in the seating area so you can log in if you're inside the place but can't just use it if you're passing.

Things may be different in Australia, UB. Here, McDonald's is usually configured as an open network that anyone can connect to. FT, I intended this to be used as an app for smartphones or tablets. I have the Firefox app available for Android, and the automatic reload option isn't there.

I think our broadband costs are a fair bit higher than in the US. That might be the reason.

Ok, there's a browser available for Android called Dolphin HD. Oddly enough, it's more like Firefox than the Firefox app. It has an addon available called Tab Reload, which allows you to set a webpage on auto reload at preset intervals. There is no option to automatically refresh when an internet connection is established, meaning it's going to needlessly drain your battery attempting to reload even when there's no internet connection available. This is what I meant when I said my proposed app should be easy to implement. There ARE other apps that are triggered by detection of network connection.
