Being shot is a very painful experience. Also, many people are very ticklish. So the idea is that when you blast a cap in someones ass, or hit them in the belly, kneecap, heart, face, or back....gunshots wont hurt. The will tickle the person. The will fall to the ground, laughing uncontrollably. Hence they will be immobilized and a proper arrest can occur.

       Hello, helo. Welcome to the 1/2 bakery. Unfortunately, I am not in support of your idea for many reasons. I will limit myself to 2, so that others might have some fun, too. First, how would you know whether or where the intended target was ticklish? Do you immobilize them with a shot to the arch of the foot? Or a volley to the nape of the neck? Second, I would imagine those who anticipate being shot would protect themselves with tickle-proof clothing. Kudos for the effort, though.
