The main character walks through a painting through some kind of portal where the world is made up of that painting. They then embark on an adventure that takes them through various paintings of famous artists in the gallery.

Inspired by the link.

You mean write an actual plot....

Hmm. Let me get back to you.

A central point (spoilers...) in the linked Doctor Who episode involves exactly that; going "into" a painting, which is actually the Doctor's home planet, Gallifrey, hidden in a folded-up dimension or something.

       Shoot. Is it any good?

Hey, instead of a movie, how about a kid's cartoon, get kids interested in art?

Yeah, pretty good. I made the effort to see it in 3D in a theatre; quite a well-supported event here.
