Build a tourist attraction, out in the desert somewhere, that features a small nuclear device adorned with a clearly marked "Activate" button.

Advertise exactly where and what the building is. At the site are plenty of signs reiterating this in several langauges, and free parking. Camping facilities and vending machines dot the area. HD webcams provide a full coverage satellite feed.

Set up a website to take bets on "When". Charge various governments to test their low-yield bombs. Sell advertising space at the complex.

Occasionally resite and replace the building. § x1

       This reminds me of the Human Bomb class at Terrorist School where the instructor says, "...now pay attention, I'm only going to show you this once..."   

       Perhaps upon pressing the button, the bomb has a 10 second delay where a tasty dinner mint rolls out of a little chute and an electronic voice says, "...We hope you have enjoyed your stay..."

       I'd give it a good long spiralling hallway down into the spot for the button... about twelve miles should do it. Maybe 25 kilometers would be better.   

       Put tape recorders along the walls, and an intercom that says things like "Fifteen minutes and counting... What the heck were you thinking?"

       Yeah, for some reason 'CSI: Miami' is really popular in the Gamma Quadrant. It kind of balances out the soaps.
