Store that sells only environmentally clean products in bulk

Whole Foods does this for groceries. I would like to see a store where all the cleaning, washing, painting, lubricating, derusting and other chemicals, liquids and powders are known to be environmentally safe. Same for all the other goods there such as biodegrable drop cloths and any other product that would degrade rather than filling the dump. I very much dislike buying spray bottles that are thrown away when the contents are consumed. Often I can't get "refills" for them so I can continue to use the same application bottle.. This store would sell items in biodegradable bulk containers, so that existing containers at home or in industry could be refilled. The store could also fill your existing containers with product from drums or other large containers. I believe the money saved on packaging alone would make this a discount store at the same time. 2009 11 22: Thank you for all the great links. I could have been a bit more clear. What I hope to see is a franchise with local storefronts that I can quickly drive to when I need cleaners, paints and hardware and auto parts store type items that have traditionally been non green and green substitutes can be hard to find. Organic foods, body care items, spring water, vitamins, healther foods and things like that I can get at the Whole Foods chain. if Whole Foods opened a hardware store franchise it would be great.
