Even in small numbers, the terracotta warriors of Emperor Qin Shi Huang are quite impressive when observed at close range.
It is possible to make serviceable boats out of concrete, and minimal experimentation shows that unglazed kitchenware is usefully buoyant when correctly ballasted.
We propose
a public art project, perhaps based around a body of water in a public open space, where terracotta boats are produced, fired, and then floated on the water to form a Terracotta Navy.
The starting material, clay, is very cheap.
The size if the boats, which could be built in sections, would be limited only by the size of the kiln(s) and the skill and enthusiasm of the makers.
The boats could be decorated by painting, or by glazing.
The results would be pointless, but impressive. Your species seems to like stuff like that.
