Uncommunicated travelling causes traffic. You tell the city you're going to travel there and the city knows how many persons are going to be passing through, so traffic is eliminated. You are warned not to travel | |
The city knows how much road capacity there is and how much hotels and rooms it has.
Tell the city you're coming and it shall adjust it's measurements and places and give you discount to travel at less busy times

The highway agencies know how many cars are on the roads and the capacity of them - they know when there is traffic and when there is not. |
