Miniature inflatable flailing tube men for your fish-tank made from the finest silk... or cheap plastic, it really just depends on your budget and aquarium size, powered by diffusers in their bases.
The movements should be very similar to their air powered counterparts although a bit more slow-motion-y.

Make them look like scuba divers flailing around with a harpoon to keep your fish on their toes (fins?)

This is probably the best Submersible flailing oxygenating tube men idea I have seen. Ever. Or at least it's in my top two.

^ If it's on the top you probably need more ballast weight.

This is clever. I would so love to see somebody actually put one of their HB ideas on the market. This would be easy.

A tube elephant should work pretty well.

Alas, (hey I finally got to use the word alas... twice now), I sold my aquarium.

Isn't it funny how these notions always pop into your head just after you can't play with them anymore?

What's with that anyway? It's like a rule or something tied to longing.
hmmmmm........
