I thought of this after reading 'Cleaning the homeless' because hygiene for homeless people can so easily be more about us not wanting to catch a whiff of them rather than them wanting to be clean. Some don't. Instead of building hosing areas, give out free sponge suits impregnated with mild soap and
when it rains, the wearer can get clean without having to go to some location for the purpose. To stop the sponge drying out and cracking in normal use, use water faucets and stand near fountains.
