       We manufactured small skateboards with Corgi Car wheels and real grip tape and cardboard and had a go in the empty tub.
This idea is much better and can be implemented while showering.

       Birthday cake figures often come with spikes - perhaps you could find a skateboarding dude on a cake decorating supply site. (Tho' I couldn't in a quick search just now.)   

       For gnomethang, you can buy mini-skateboards at skateboading shops (as keyrings or on their own).

       A two-piece bath pack, figurine and board, both made from decorated soap would be a snap to put together and would thrill most kids for a whole bath. + For that alone.
