Smart Rocks are the latest development in third world ergonomic weaponry. These "rocks" are designed to seek out the enemy and deliver blunt-force trauma with pinpoint precision. Rioters on the street can simply hurl a smart rock toward the general direction of the Police, and an internal satellite-based chip will guide the rock effectively toward the taget while minimizing collateral damage.

       Rather than rocks, I think you'll find that the Third World uses the very latest in military technology.   

       If they collectively used rocks, then they would probably be able to afford other things, like food. Then again, the Second and First Worlds would promptly re-invade them, just so they could sell them more military technology.

       [Ned] That depends which side the First World governments are on at the moment. Notably fickle, they are. One minute they're on the rioter's side, next minute they're on the police (third world government) side.   

       And of course there's always a further complication, that the police aren't always on the third world government's side, either.

       This is magic, as you haven't supplied any way of steering the rock. And I don't see how you could. Still, a smart rock could be useful. It could have an audio pickup, for instance, so you could overhear what the police are saying to each other.
