A banner with a series of flutes, whistles or chimes that are sounded in waves as the banner moves making a pleasant repeating series of notes.

Another wind driven idea would be a wind spinner that strikes a series of harp strings or chimes that are of a progressively different size.

I think it would be pretty sounding and relaxing to watch.
