The flag would wave in the wind causing the chimes to hit each other or the bells to ring or a series of progressively smaller flutes that have the wind blow over them then have the wind blocked by the waving of the banner. .
Flutes might be lighter too because they could be made of thins plastic
like large drinking straws basically.
I think the flutes could also act as chimes.
Not shown in the pics but it would be suspended by a flexing horizontal chain at the top that only flexes on axis where the banner is waving but not at the 90 degree angle to the flag pole so it supports the waving banner to support the weight of the flutes and or bells.

Wonder if anybody ever did a windmill arrangement that hits hits a circle of chimes? Just have a big circle of wind chimes and insted of that pendulum in the center with the striker, it's got a little pinwheel at the bottom of an axle that spins a striker in a circle hitting from low to high. |
