I'm not much of one to be suggesting new ways to kill or hurt or otherwise coerce people, but maybe the first world's current pattern of war with bombs and guns followed by lengthy aid campains of money and food could be improved by doing them both at the same time. I'm imagining a nonlethal gun that shoots bean bags full of real fresh beans, dropping gravity bombs full of rice, etc. Drop solid gold bricks and use platinum bullets on tanks and harder targets as a last resort.
