Many cities/villages have (or can quickly get) Wikipedia
pages. Maybe just add a section at the bottom of the
WIkipedia page for refugees to find lost family. "Lost &
Found People?" |

Should be possible. Google does approximately this for
natural disaster displacees. People can report displacees as
safe, IIRC, so that others don't waste effort searching for
them. Palantir does something like that as well, I think. |
