One of the problems with a seemingly unlimited resource, in this case halfbakery votes, is that people use it carelessly, tossing their buns and fishbones around, willy-nilly according to whim or mood or what the alien voices told them to do.
In these enlightened and resource conscious times,
I feel that the halfbakery needs to get with the program. No longer should bakers be able to bun or bone an idea just because they can. No, the decision to use up such a valuable resource should be a carefully considered one. Hence Recycled Buns & Bones.
When you first log in to the bakery you are issued with a supply of buns & bones (say, 50 of each perhaps) which you must make last throughout your bakery lifetime. You can still vote an unlimited number of times but, once you have exhausted your supply of buns & bones then you can only add them to any new idea that you like/hate by removing a vote that you have already cast on another idea (thus restocking your stock of votes) and recycling it on the new idea (re-depleting your stock of votes). In my particular fantasy world, this will lead to people carefully considering whether an idea really is worthy of their vote and, if it is, they will have to revisit dusty, old ideas that have lain forgotten in the halfbakery basement since the dawn of the century and review their previous vote.
Either that or people will just stop voting once their votes have run out. Either scenario seems OK to me.
In the event of dissatisfaction with this product remember, there are a lot worse idea out there that are much more deserving of your fishbone. Would you really want to waste it on something as dull as this?
Oh, and thanks to sqeaketh the wheel for unintended inspiration.

It might make the votes actually start to mean something again, instead of being tokens. |

Makes no sense whatsoever. The entire point is to rate ideas according to your personal judgement. Whether that judgement is fair or flawed is irrelevant to the process. |

A bit sophisticated but [marked-for-tagline] |

I like the idea of voting for an idea but the concept
of voting against one, anonymously, is a bit like
ranting at a TV evangelist. Easier to ignore than to
change. |
I assume the negative votes are left by shy or
insecure people, to make an anonymous protest
against someone they don't like and with whom they
won't discuss their misgivings or misunderstandings. |

Oops! Thank'ee po. Corrected.
//Sing up now to beat the rush!//
Are you sure that that's what you meant to say, pocmloc? |
Why, what else might I have meant? |
Well, "sign up" was what I thought you meant to say. |
Well, you know what thought did; stuck a feather up 'is bum and thought 'e could fly. |
Bum? You can't use words like that here. This is a decent, 12 certificate, family website. |
That's much better. Just so long as you don't say ass.
Some patriotic soccer mom might confuse it for a
burro. |
