Basically my logic here is that people make mistakes and they need to pay for their mistakes, but if you are just sitting in a cell all day, you're not helping yourself or the world in general.
So if you're a non-violent criminal who has skills and wants to work than you can apply to live in the
prison town.
The prison town is basically a normal town with a 20 foot wall around it with guard towers.
The town is just like any other town; there is a church, a pool, a fitness club, a library, restaurants, and various small businesses.
Only everything is prisoner run. If you're an accountant, you can get a job at the local accounting firm, if you’re a programmer, you can get a job at the local software company.
You can live in an apartment and lead a normal life.
The catch is that you are REQUIRED to work 40 hours a week and be subjected to constant surveillance.
You pay normal taxes with a pretty high "local tax" that goes to paying the prison guards.
Basically you get to stay as long as you pay your taxes and don't hurt anyone or try to escape. If you can't do those three things, than you're S.O.L. because then you have to go to a "real" prison.

At prison work camps, you live in a prison cell and eat prison food and work on an assembily line during the day. This "prison town" lets nonviolent criminals live like human beings. |

[thejini]- Maybe I used the wrong terminology. I probably did. There are prisons where you can go out all day to work in the normal world and come back after to live in a supervised enviroment. I see the difference between that and your idea, but they are similar. |

Sadly, the prison-mix of trades is rather too skewed to run a town. |

Also, surveillance gets very hard in a complex environment. If all the prisoners do is glueing paper bags, every non-paper bag activity is suspect, but in running a city, there would be people doing all kinds of things, and the guards wouldn't be qualified to recognize non-work activities. |

To give this an edge, your privilage to stay in Prison Town should be performance based in addition to behavior. So let us say that there are only 100 slots but they cart in an additional 25-30 people in every day. Those who perform the best get to stay. Those who cannot perform to the required time and quality standards will be going home to bubba. The "general population" inmates can earn their way into Prison Town while a long-time resident can lose his spot. Hence the reluctancy to call in sick. "Oh, you aren't coming in today? No problem.. the bus will be here at 7. You will be taking a ride on it."[+] |

They pay high taxes for the guards. We don't have to, we just pay ridiculous sums of money for the excesses of big government. We could also frustrate most of the prisoners by segregating the sexes. |

A town is a big place. with a lot of different things. Are you sure we'd be able to keep them in? Maybe concentration camps with the nazis dod a decent job of not letting people out, but this idea would require a lot of guards. |
