A sensor in the traffic light can sence the body heat of the people waiting to cross the road. The more poeople waiting the quicker the lights change.

       Although, in my case, a guide dog obviously wouldn't go amiss...   

       But, as Giz says, a chip in the collar of the guide dog would ensure that its owner gets preferential treatment anyway.
